Membership on this Board is determined by appointment to the Property Maintenance Appeal Board.

The function of the Board is to hear and determine the appeal of any person aggrieved by an Order made by a Municipal Inspector, pursuant to Bylaw No. 9466 - The Sewer Use Bylaw, 2017; Bylaw No. 8310 - The Waste Bylaw, 2004 and Bylaw No. 9772 - The Drainage Bylaw, 2021.

Board Information

The Board shall consist of the same five appointees who form the Property Maintenance Appeal Board.

The Board meets on the first and third Wednesday of each month as required, following any scheduled Property Maintenance Appeal Board hearings, depending on the number of appeals received within the required timeline.

Quorum is met by attendance of a majority of 3 voting members.

* Ability to assess information and make objective decisions;

* Ability to deal with complex situations;

* Ability to provide rational solutions to complex problems;

* Ability to work with people;

* Ability to interpret and apply bylaw requirements;

* Have a knowledge of standards regarding the collection, handling and disposal of waste and recyclable materials; and

* Have a working knowledge of quasi-jurisprudence or administrative law.

The Board is an independent body.

Bylaw No. 8310 - The Waste Bylaw, 2004; and City Council Resolution – February 10, 2014 (Clause 5, Report No. 2-2014 of the Executive Committee); Bylaw 9466 – The Sewer Use Bylaw, 2017 (s.71) and Council Resolution – October 23, 2017; Bylaw No. 9467, The Waste Amendment Bylaw, 2017 – October 23, 2017.

Members receive $25.00 for each hearing date attended and the member who writes the decision of the Board shall receive an additional $25.00 per decision.

The Board consists of the same five members of the general public, appointed by City Council to the Property Maintenance Appeal Board.  Appointees shall also serve as members on the Fire Appeal Board and the Saskatoon Private Swimming Pools Appeal Board.
